Any type of full cut should eliminate the phimosis problem. It's just matter of personal preference after that.
I personally got low cut because I felt my penis would have uniform tone and it visually looks lengthy due to it's long uniform color with lighter tone at the end.
High cut would give you two tone look, where half your penis gets your normal skin tone and other half would get a lighter tone of your internal foreskin. I personally think this visually makes penis look smaller due to the location of scar being in almost half way point of overall length.
End of the day, you should explain your doctor the situation and concern, he/she would give you the right idea which would work better for you.
In terms of curing your problem any style is fine, it's entirely up to you. People report that a high cut preserving more inner skin leaves more sensitivity (it's certainly the most sensitive part of mine and friends I've discussed it with) and, having had both a loose and a tight cut I prefer tight so the skin does not move up and down the shaft. However, visual appearance is also very important so have a look at a few pictures of circumcised penises and see which you prefer. I also prefer the look of a circumcised penis without the frenulum but again, it is sensitive. Good luck, hope you are pleased with the result.
