Help with toilet training delays.

I have a five year old son he is in year one at school, and we are yet to get him out of pull ups, i have brought several different toilet training apparatuses and to no avail we cant get him to use them at home, in school he wears norma pants n sometimes puts his hand to to go loo, but other times he will just sit there and wet him self in front of his friends. I have spoken to him and have asked why, he has answered sometimes he can feel he need a wee but other times he dont know he needs one same with poo, ive been to my doctors with this question also local health visitors, they both have said hes still young hell get there, which i find totally bizare n just think they fobbing me of i need help with this i definitely think there is more to this but i cant get him seen to as they keep fobbing me of please help its stressing me out n i just want my boy to be healthy n happy.
