My brother is being treated bad by the authorities to save them money it is a disgrace the way they are treating a autistic patient

Why do authorities think they can get away with using and abuseing a autistic adult just to save on money by denying them the right care for there needs and using and abuseing his mental to keep family members away because they are reporting there family member self-neglecting them selfs my bro is autistic has challengeing behaviour and learning difficulties and the authorities have given him full capacity and put him in his own flat where he should be doing everything for him self but they are still in control of him and there is no care plane in place I have a cqc letter as proof the support workers and the authorities have totally ignored my brothers needs and are doing everything underhanded and using the support workers has cheap labour to say keep a eye on him but he has full capacity and suposed to be in control of his life and running of his own flat so this is what the authorities are doing to mental health patient getting people who have no experience in this sort of health care and don't know nothing what so ever about autism challengeing behaviour and learning difficulties the authorities are using these people who have not got a clue about this sort of mental health has cheap labour it is disgraceful how they are treating my brother the social worker will not talk to me because I have found out what she is doing and social services will not talk to me because I have told them they are doing everything underhanded and i have asked for assessment and proof of them to see if they have any authoritie to keep my brother prisoner in his own flat and they are ignoring me so that makes them guilty to me there is nothing what so ever in place to say my brother needs 24 hour care no safeguarding he is not on section no court of protection no lasting power of attorney yet they are controlling his money and bank card they will not give him a key to his own flat and they will not let him go our of the flat on his own so again everything is being done underhanded by the authorities who are saying his totally got full capacity but they are just keeping him prisoner and also trying to keep his family away I read some where this is called omissions and this is what is happening in my brothers case
