Did whoever diagnosed you not issue you with a prescription for your garments? My local hospital orthotics dept measured and fitted me for mine. Might be worth a phone call? You shouldn't have to pay for them. I too have Primary Lymphoedema in both legs and wear a toe less compression tight.
Here is a link to a directory of lymphoedema clinics in Surrey if you do not already attend one. You will need to check if the clinic you have in mind treats primary lymphoedema sufferers as not all do. Print it off and ask your GP for a referral.

Some clinics (like mine) have a budget that they can use to purchase a pair of stockings for you every 6 months at no cost to you. The rest you can get on prescription via your GP as long as you are given a copy of your measurements by the person measuring you. They will also be able to advise you on the best make/model of stocking for you.
The first stockings I had were ActiLymph class 2 below knee stockings. They were good apart from the fact they dug in at the front of my ankles causing pain so now I have swapped to made to measure flat knit ones from Jobst which have extra stitches at the front of the ankle so they don't dig in.
whoever gave you a diagnosis should have got you measured for stockings so you can have them on a prescription or otherwisw they are costly and dont last indefinitely. i dint get refered to a clinic for 28months but i did get measured at the practice for garments and then on prescription, i wear the actilymph class 2 below knee stockings, i prefer toelss, they come in sand and black, but other companies like jobst do navy as well. The activa are good and onlt=y handwash them, have to have them changed every 3 months, i get 3 pairs on prescription, I have to pay for my prescriptions but its cheaper than buying them yourself.
My hospital measured me and I have "Juzo" medical two-way stretch compression stockings. I also had a prescription for them but had to pay some 100.00 euros as I live in Portugal, neverthe less the 1 leg it for is great. I do have lymphedema massage &20 mins of electric compression twice per week. Good luck
