How can I get more access, medical and nursing team blocking visits while my dad is laid up in bed extremely depressed on a ventilator 88 days now.

If you are U.K. based - most hospitals have a PALS team or equivalent -

I am in Dublin I have contacted Patient Services Department of the hospital and a number of other office but without success

Maybe you could try phoning the office of your local TD. Bit of a long shot, but there could be a staff member there who could take up your case and contact the hospital at a management level.

I have tried that and TD met with same response

I am really surprised that they are blocking you access. There is NO REASON why if you were gowned and wearing a mask etc that you could not visit your Dad. My family were allowed to visit me under those circumstances when I was critically ill and infectious with H1N1.

Is your Dad conscious? Will they let him see you via a laptop etc? I would also ask for a meeting with his consultant to discuss his care and your concerns...including his mental health which we all know can have an impact on his physical health.

I would also try and find out if any other ICUs near you are allowing visitors? If they are then I would try and find out why this ICU is the exception rather than the rule.
