Son is in wheelchair in brain rehab, a few weeks ago another patient tipped his chair back, last night the same patient punched tom in the head, I.m so upset, Tom is now so scared, what do I do?

Hi, sorry to hear this. it is for the management to risk assess, and mitigate. This should have been dealt with after the first incident. This might mean that the other patient is placed on a one to one to prevent further assaults, or that another placement is found for them. For the service to fail to protect Tom would amount to an omission to act. The other thing to consider is taking legal action via the police. An assault has occurred even if they feel that the person can not be held responsible for their actions. Assault's are never acceptable. The service must have policies in place for the Prevention and Management of Violence, and Aggression (PMVA).
A device may be made for wheelchair that prevents it from being tipped back too far. That may give some peace of mind. Emailing the manager would definitely be a good idea.
