Incorrect diagnosis of hypoxic brain injury and unnecessary heavy polymedication

What should be my next step? My daughter initially diagnosed with hypoxic brain injury and resultant epilepsy 6 years ago is now diagnosed with no brain injury and recommendation that anti-convulsant medication should be eliminated. However lead neurologist is reluctant to reduce the 13 drugs a day for fear of "status epilepticus" she says. An attempt to reduce AEDs 2 years ago was aborted almost immediately on her instruction when there was a withdrawal seizure. Surely withdrawal inevitably has immediate but temporary . Is it acceptable that my daughter should be left dependent on drugs she has been made dependent on legally when the justification of brain injury was incorrect?
