A hypoxic brain injury at birth could certainly cause a range effects in later life, although this is just one possible explanation. It seems very reasonable to want to get to the bottom of this, so I would suggest asking your doctor if you could be referred to a neurologist / neuropsychologist or neuropsychiatrist.
The 'neuro' expertise will ensure that they have a knowledge of the effects of brain injury and are more likely to be able to give you the answers you need. In the mean time, I suggest continuing with any treatments that you may have been on, and any support you access, as these are likely to still be helpful whatever the 'root cause' may be.

Well anything that messes with activity in the brain can cause a host of problems, but bipolar is a bit of a tricky condition to pin down as it isn't tangible. Is your diagnosis of bipolar recent?
My dad was diagnosed as bipolar when he was in his early 20's, and there isn't much reason for it, everyone has different brain patterns, and for some it's more extreme than others.
