Sure. Most new runners have an episode of shin splints early in their career. A quick search for the term "shin" on this forum returned over 1000 hits, most recently an hour ago.
It is so common that there is an FAQ post (from me ) about what I learned from a running store about shin splints (and avoiding it).

Shin splints can be debilitating and can stop you from running altogether. Shorter strides will help, strengthening exercises will help, gait analysis will help. I do hope that you can find a way to run without this pain. Let us know how you resolve it, and keep us informed of your progress.
Yes - I had these really early on into C25k. I rested for a week then got some decent running trainers and that seemed to do the trick. Good luck x
I'm no expert on this, but my shins and ankles were really hurting in week one, however I'm not sure it's shin splints, I think it could just be those muscles that need to develop. I'm overweight so they're working hard. I'm in week 2 and the pain is subsiding. I wear men's compression pants *cough leggings* and it really helps. But if it is shin splints, you'll need to rest unfortunately.
