If a person is contributing towards the cost of a package of care at home and have had a financial assessment but want to increase the amount of care calls the care agency delivers each day - who would they speak to - Social Services or the Care Agency?

Personally, I would speak to both. Did you get your care package independently or through social services? If financial support is needed then Social Services would be the first one to contact. However, both need to be involved.
you need to get an assessment from social services but it will depend if she is privately funded or gets financial help, if she is privately funded she can up her hours to as many as she likes if she can afford it, if she’s funded partially or fully by the council she’ll need to get them to do an assessment of her increasing needs
