Your 0.7 result is likely to be in a different unit of measurement than the 1000-4000 so you are probably not as low as you fear - this is where Dr Google is bad as it ALWAYS leads you to fear the worse when you only have a portion of the facts.
"An adult should have a normal WBC range of 4,500-11,000 WBC/mcL or 4.5-11.0 x 109 per liter, which is 1 percent of the total volume of blood in the body. When it comes to the lymphocyte count, it should be in the range of 800-5,000 lymphocytes/mcL or 0.8-5.0 x 109 per liter, which is 18-45 percent of the total white blood cells (WBCs) present in the body."
Your doctor will examine your bloods and decide next steps. A lowering of Lymphocytes can occur in a variety of issues - some very minor.
Low lymphocytes
Having low levels of lymphocytes in your blood is called lymphopenia. You might get this from the flu or other mild infections, but it might be caused by something more serious, such as:
HIV or AIDs
TB
Typhoid fever
Viral hepatitis
Hodgkin's disease or other blood diseases
Lupus or other autoimmune diseases
Severe combined immunodeficiency, ataxia-telangiectasia, DiGeorge syndrome, Wiskott-Aldrich syndrome, or another rare inherited disease

“In this respect the British Liver Trust asks that users do NOT post any test results or ask for specific comment on such. Test results vary according to both the individual’s whole health and the laboratory analysing the results and should, therefore, always be interpreted by the user’s own doctors/health care professionals.”
