Hello and welcome to the forum!
I am slightly confused by your post. I was diagnosed with PAD over a decade ago and have since had a LBKA (left below knee amputation) and have issues with my remaining foot as a result of PAD and Co-Video (banned word on forum) Toe. At no time have I experienced loss of muscle or strength. The main issue is loss of endurance as you cannot get enough oxygenated blood to the muscles causing calf cramps, etc.
Why are you not using your muscles? Exercise is one of the best treatments for PAD unless otherwise advised. Have you had a proper diagnosis via Doppler and ABPI (Ankle Brachial Pressure Index)?
The usual treatment besides exercise are a mini-aspirin (to try and prevent clots), a stain (to try and stop irritation and further build up of plaque). and good control of BP and diabetes (if present). Smoking is an absolute No-No as PAD is not called "smoker's leg" for nothing!

I was exspirencing pains in my shins felt like they wanted to bend went to see Dr she refused to help saying almost under breath it could be pad but I way to young I asked her to humour me Yes when I tested at the Drs with a dobla they refferded me to hospital they told me left artery is fully to high for operation the rights doing OK That was In 2017 was advised to get a mobility scooter
I walk everywhere providing it almost level which hard in West country
Plus I have fibromyalgia which my pain worse at it walking on a hard crumpled socks with shooting pains into groin that's another story stay safe
