My understanding is that the maximum incubation period is 12 weeks so if you get a negative result after this time you can take it that you are negative. I believe that more than 90% of infections can now be detected after 4 weeks for the blood test and 6 weeks for the prick test.
However regular sexual health screening for all those sexually active is advised generally every 12 months more regular if you engage in riskier sexual activities.
One final point, if you feel you have been exposed to HIV in the past 72 hours then it is possible to visit either an A&E or sexual health clinic where most will provide you with a PEP pack of meds for a month which when taken properly can prevent infections taking hold where infection has occurred within 72 hours (the sooner the better the chances of the infection being prevented).
I fear I have HIV! I took the home test and it was negative but I had a cold and I have this thing on my stomach that won't go away! Everyone thinks it's not a rash but now I can't stop itching! I am so afraid I bagged never felt like this

Nice to speak to someone. I got ill 10 days after my exposure. Really ill but have tested negative at 9 weeks 12 weeks and 6 months. Cant help think that I have it as I still have symptoms! Nice to meet you x
