Meike, cough and phlegm are par for the course with COPD my doctor gives mucodyne for the phlegm, which I find works well for me , the cough is another matter I have mine all the time no matter what I take, not too bad at the moment, but gets worse when I have a chest infection , which is quite often
I think I've posted this before, but sipping tepid water can help the dry, irritating cough and it also helps with diluting the phlegm too.
I find that Simple Linctus is helpful in at least easing my throat when I have "that cough" which accompanies a chest infection. I take the recommended dose of 5 ml but add a few drops of warm water -- which makes it easier to take.
I drink nothing but water at home now. Without it the phlegm gets thicker. As for the cough, I haven't found anything that gets rid of it or even eases it. I've had to rely on warm weather for that.
I have bronchiectasis not copd and I never try to stop a cough - it's there for a reason. If you have plegm andyuson you really do need to get this out of your lungs so it's not left to get infected. Many peeps (not me) find mucolytics helpful. Personally I prefer to nebulise saline after nebulising a bronchodilator after which I do physio. Your GP is right it is part of your copd, but I don't understand why he is not referring you to a consultant or physio so that you can learn techniques to get rid of any mucus lurking around. Might be worth asking.
Good luck
