If you search you will find several threads about this. It is no different to the device which can be obtained free on NHS and is very expensive. If you want a really effective device which has a motor to help with the vibration look at an aerosure medic. It is also expensive but very effective. I have had one for about 12 years.

There was an article in yesterday's Telegraph. Breathing technique can help lower Blood Pressure.Researchers at Uni of Colorado looked at device designed in 80's called High Resistance inspiratory Muscle Strength training. Involves a tool placed in mouth, making breathing more strenuous. Better results than walking for 39 mins 5 days a week. Published in Journal of the American Heart Association. No links given.
