Good idea Dorothy. I got in touch with the Council's occupational therapy department & they assessed my mother (for a wet room this was) and they applied for a Disabled Facilities Grant on her behalf. Took months though.
I hope you can get a stairlift, Mike.
Have you contacted the stair lift companies? The main ones sell reconditioned stair lifts as well as new ones. I think you would need experts to fit and maintain it anyway.

stair lift companies do a rental on them. they fit and maintain them. you pay monthly. dont know which company just know friend did it.
Even a used stairlift will need the rail the chair rides on fitted exactly to you stairs so you really are best to try a stair lift company, local authority, etc. Plus, even though the stairlift is used the battery should be new so you are assured it will last. Replacing them are expensive. The word of advice I have for you is that if you are dealing with a private company DO NOT accept the first price the give you. The salesperson will go through their mumbojumbo about checking a manager or whatever and then give you a new, lower price.
