is she asthma or what?

Dear Friends,I have a daughter who has short of breath porbem.she is 5.5 years old.when she is viral infected,also she has same problem after exercise,generally in spring.We used flixotide and then miflonide.They did not help us.She is getting worse each year.This link is the video when she was ill,youtu.be/JpW8w2eSmiE.Please(Not working as expected?) advise us.Thank you
