Nothing about magnesium should be able to do that as far as I know. It is an important electrolyte in conduction in cells so good for heart and other organs but not known for rate control.

Last time I was admitted to A&E with AF (some years ago) I was given IV Magnesium to bring down a very high heart rate.

I would say no too.

My resting HR can be 54 to sixty something and it hasn't changed in the 33 months I've been taking magnesium. The most noticeable change I have had is no longer being woken In the night with a fast heart rate (superstition tells me to cross my fingers at this point!)

Magnesium stabilises the electrical impulses which are causing the AF so it does not slow down your heart it stops the heart spasming (for want of a better term) which in turn means it calms down.

I've also had several magnesium drips and these were what ended up leading me to supplementing with magnesium - best thing I have done for my AF!
