Is it best to use both masking hearing aids even in good ear, not just the one that’s the problem

White noise hearing aids

I do - they should have been adjusted by the audiologist for you.
I have mild hearing loss in both ears and tinnitus for 8 years now. At first I just had one normal hearing aid but in last 2 years I’ve been using 2 hearing aids fitted with pink noise masking sounds as my tinnitus got worse. My opinion would be to definitely wear both hearing aids as I find it a great help to be distracted by other sounds which the hearing aids pick up. Up to you but try with both first and then with one in bad ear to see what difference if any it makes. Good luck!
I have slight hearing loss so there is some amplification .... but I think there was also a mention of hyperacusis adjustment ... but the white noise addition is definitely a comfort.
Do whatever works for you - your tinnitus is unique to you and has to be treated uniquely.
My understanding is that most (but not all) tinnitus is self-generated from within the hearing cortex of the brain with its gazillions of connnections throughout that lump of grey matter. That some of those connections malfunction surprises me not at all.
