Not a good idea to treat him on the off chance he may be hypo, he needs to get a copy of his results so you (or we) can see if there is a problem. There may be other reasons for his symptoms, low vits and minerals is a common problem.
Ask the surgery for a print-out of Father's results and make sure the ranges are stated too. Labs differ and so do ranges and it makes it easier to comment. If you don't have them today, put up a fresh post.
All blood tests for thyroid hormones have to be at the earliest possible, fasting (you can drink water) and allow a gap of 24 hours between last dose and the test and take afterwards.
The TSH is highest early a.m. and drops throughout the day and can make the difference between being diagnosed or not. Also below is a list of clinical symptoms and tick off the one's your Dad has:-

Both should also have vitamins/minerals tested - deficiencies can also cause symptoms, i.e. B12, Vit D, iron, ferritin and folate.
