What is the best time to have blood taken and how long before test should I stop my levothyroxine medication. Recently asked gp for print out of latest tests but none been sent tried to say that it wasn't necessary

Doesn't matter if it's necessary (in his opinion!) or not, the law says you are entitled to copies (if you live in the UK). And there are measures you can take to force him to hand them over - I'm sure he wouldn't want you to take them, would he.
I would be very suspicious of a doctor that didn't want me to see my blood test results. What is he hiding?
Make sure you have your blood draw early in the morning - before 9 am - and fast over-night. Leave 24 hours between your last dose of levo, and the blood draw.

For full evaluation you need TSH, FT4, FT3, TT4, TPO and TG antibodies, plus vitamin D, folate, ferritin and B12 tested
You are unlikely to get full thyroid and vitamin testing from GP

Medichecks Thyroid plus ultra vitamin or Blue Horizon Thyroid plus eleven are the most popular choice. DIY finger prick test or option to pay extra for private blood draw. Both companies often have money off offers.
All thyroid tests should be done as early as possible in morning and fasting and don't take Levo in the 24 hours prior to test, delay and take straight after. This gives highest TSH and most consistent results
