Net carbs?

I am watching my carbs but have a question about high fibre foods. Usually you count the total fibre minus the fibre but eg haricot have 26 g fibre and 8.98 g carbs. Huh? Does this means brans at net care free. Feels wrong. Anyone know what to do?
