Quick question about ft3 levels and what they mean?

May sound silly but iv never been good with numbers, but does say a ft3 level of 3.88 mean that its nearly a 4, and say a ft3 level of 3.1 is nearly a 3??

Yes you got it right. 3.1 is slightly more than 3 and. And 3.88 is a bit less than 4!

Well yes the first is 1.2 away from 4 and the second 0.1 away from three so pretty close. Each 0.1 is a tenth of 1. Hope that helps but I think you get it anyway. 😎
