It could possibly be pre tibial myexodema. It's more common with hyperthyroid but sonetimes goes with hypo. Treatment is with steroid cream.

Never having had shin problems, i can't say which meds would be best for treating it....... Might be worth you trying something like This.. boots.com/en/HC45-Hydrocort...
And if doesnt work, see you rdoc for something a bit stronger.
I get this when I'm in a hyperthyroid phase. I wonder if it's got something to do with autoimmune antibodies but not sure. It itches so bad just down the front of my shins. Try not to scratch and use creams to soothe it or a chilled flannel held on it.
Oh Lordy! I have this, I'm hypo, can't stay awake if I sit down. I'm back at endo in Jan and if he says reduce meds I will literally scream. Happy Christmas everybody.
Hi, my first post. I have very itchy legs particularly on the shin. Left leg is worse, and it's more susceptible to odema. Just had a blood test last week and apparently levels are fine, but I've not actually ever seen what my levels are so am going to go to GP next week and get all my levels for this last year. I feel so tired at the moment and skin on my knees are so dry.

Don't want to raise unnecessary concern, but pretibial myxoedema is an outside possibility. This can very rarely occur even in hypothyroidism.
(The pictures in some articles are not very nice but a) most people don't have Pretibial Myxoedema (PTM); b) of those that have PTM, most don't get is as badly as is shown.)
