Possibly a stupid question but I've noticed a few wearing them so I decided to get one but just don't know. Are compression tops good for running and doing workouts and are they meant to be tight

They apparently are very good for athletes, they reduce hamstring injuries among other things, I suppose they are meant to be tight but not uncomfortably tight, the only compression anything I have are the socks I bought after my gait analysis to match my new running shoes.
I have some long compression socks (up to the knee joint) for winter & they are tight enough to be a bit of a struggle to get on but comfortable once they’re in place. They provide excellent calf & ankle support & help prevent muscle fatigue. Don’t know about tops but might be helpful for weights & strength work, I imagine.
