In the back of my mind a little voice keeps saying "it helped 68 out of 68 so why is it only helping a few people here?" It might well be our diet I suppose. Perhaps a Bangladeshi diet promotes a potassium deficiency which (perhaps) causes some people's RLS. We need a serious researcher on our side.

The obvious conclusion is that it simply didn't actually help 68 out of 68 people. Serious studies never show a 100% success rate. It just doesn't happen. There's too much variability among real-world subjects, as is abundantly clear from reports on this forum. That paper is extremely amateurish and not to be taken seriously, as I wrote with more details when this was posted a few days ago. It is so poorly written and researched that we just cannot conclude anything useful from it. Please, let's just disregard that paper.
