Firstly, what medications are you on at present? Many can be triggers for rls, in themselves.
Secondly, look at food intake- such as high salt, sweeteners, processed foods, alcohol and so on. Keeping a food diary can help with this.
As for a cream or oil, you can make up a magnesium oil yourself. Half and half by volume, of Epsom salts and water. Rub on legs. It may itch a bit, but after 20 minutes you can wash it off. A warm Epsom salt bath can also help. 2or3 cups of salts in the bathwater. Not more than 20 minutes soak.🤗
Other things like checking serum ferritin level may be a factor - should be over 75.

I know you only said creams and oils, but support stocking work well (for me) too.

Best oil I can recommend is full spectrum cannabis oil. Works better than CBD and effective for treating RLS for many.
