Hi, I can see why you got the replies you did. This is a site for gay men worried about or diagnosed with prostate cancer. In fact, any man worried about or diagnosed with prostate cancer. It isn't apparent what vasectomy has to do with this. Vasectomy is usually seen as contraception so why do you want one?
If you DO have a vasectomy, there is less risk of getting orchitis = infection of the testicles, is that your reason?
Perhaps you think that if you have a vasectomy then there'll be no cum? Not so! Cum (semen) is largely fluid made in the seminal vesicles and prostate gland. In volume the amount of sperm is actually very low. Even after vasectomy, there is cum,

The answer to your question is - it depends. Where do you live? I guess if it's in the US as most men on here seem to be, then it either depends on your medical insurer or your ability to pay. I'm not sure what people do in the US if they haven't medical insurance or can't pay.
If you live in the UK, in current circumstances I doubt if you will be allowed to have a vasectomy under the NHS as you have no apparent reason for it.
If you can pay for it, then "allow" isn't a consideration, you pay for it, they'll do it.
I paid for mine in 1989, I'm not gay and I wanted it for contraception, quickly! In the UK there was (might still be) a company called Marie Stokes that will do it. I paid 100 GBP, it will be more now but still not that much. It only takes about 20 minutes
