Feldman (1967) studied the absorption of hydrocortisone on various parts of the body and found that scrotal skin absorbed hydrocortisone 42 times more efficiently that forearm skin. It's been used for decades to increase absorption of testosterone (5-8 X higher absorption through the scrotum) [many papers]. The scrotum lacks the thick (dense) protective skin layer called the "Stratum" . A paper by Premoli (2005) studied estradiol patches on the scrotum and concluded that the scrotum absorbed estradiol 3-4 X more efficiently than on the forearm.
