PSA declining?

My PSA was 5.18 in 11/22, 3.26 in January 2023, and 5.88 in March 2023. I had a biopsy in July 2023 which found cancer in 3 of 13 cores.

On October 4, my PSA dropped to 1.5. I had another PSA test on 11/8 and it was 1.0. I stopped taking an IM testosterone shots in March 2023 and my testosterone has dropped from 626 to 68 and was 36 as of 11/8.

What could cause the fluctuations in PSA? I avoid the activities that I have been told to impact PSA like sexual relations, bike riding, etc. for at least 72 hours before the blood draw.

Are these fluctuations something to be concerned about? My doctor wants to wait until January 2024 and take a PSA reading again before deciding on treatment.

Thank you
