I am having great difficulty tapering below 3mg. I am currently on 3mg and haven't any energy. Occasionally, I feel well enough to do a little work around the house for a few hours and it seems that depletes all the energy I have for the day. I am a cardiac patient and have worked out every day for the pasty 23 years and suddenly if I do get on the treadmill for 30 minutes, my energy level is completely depleted for the rest of the day. I need to cardio daily, if I can plow through cardio, will that have any effect on my PMR tapering?

To be honest I’d concentrate on the cardio and forget about reducing Pred for the time being…
Would say your adrenals are stuttering, and remaining at 3mg will give them a fighting chance to catch up… as for housework, a little at a time - and plenty of rest in between…. A little bit of dust matters not , neither does staying at 3mg Pred , but the state of your heart does!
Your current dose of pred is very much in the adrenal insufficiency realm - as you reduce the pred, the adrenal glands must start to produce a top-up batch of cortisol for you to be able to function normally. This doesn't happen overnight, the older you are, the longer it takes.
If I did 3 hours of housework, I'd be in a heap. I'm on more pred and am somewhat younger than you!
As DL says - priorities! And dust should be at the bottom of the list ...
