Why not pass it on to your doctor or pharmacist to give to someone locally? Silicon reactions are, according to Dr Google very rare and the reaction may be caused because the band is not medical grade. There may be contaminants in it, or sensitive skin may be reacting simply to the irritation of the band. Pure silicone is considered hypoallergenic, so if you are experiencing an allergic reaction maybe the supplier of the bracelet should be alerted? Although the following website has a rather offputting name the information is very clear and I assume accurate:

Yet another episode to add to your "exciting" day. I do have a silicon one, which I don't generally use as I have a stainless steel one which has more information inscribed on it. I think I bought it through the big "A" company and it wasn't very expensive. I also have the steroid cards which I also carry with me at all times, think mine are the newer Red ones.
I was only just given a steroid card last week after 3 years of being on them. Its blue does it matter ?
I'd download a copy of the new one and put them together - they might notice better because the problem is the lack of awareness on the part of healthcare staff of the risks to long term steroid patients
