Yes.
There are very few people (none that I can think of) where the vaccine would not be recommended for safety reasons.
People who are immunocompromised (doesn't include those with PA) are not advised to have the vaccine - because it is unlikely to work. A vaccine works by training the immune system. If the immune system isn't working then it can't be trained and it won't work.
Some vaccines may be a safety risk to people with poor immune systems, if the vaccine contains live virus. But none of the main vaccine candidates contain live virus. Indeed, they don't even contain dead virus. They contain the genetic information to make a small part of the virus. A part that cannot possibly replicate or infect.
THe Oxford/AstraZeneca vaccine does use a virus as a delivery mechanism. But it's a monkey cold virus that has had most of its genetic material removed so that it cannot replicate.
