I loved taking my boys to the library when they were little. Such a great way to spend a couple of hours out the house, but in the warm and dry, and for free! We'd sit in the children's area and they'd bring me books and we'd read them or chat. This was a long time ago as mine are both older teenagers, but Norfolk Libraries have even more facilities available now what with baby weighing and Bounce & Rhyme etc.
