Does drinking a daily dose of bicarbonate soda help reduce potassium?

I'd talk to my doctor and ask what my CO2 levels are before pounding that baking soda.

My potassium has always been on the higher range and recently went above normal, so my doctor has me taking sodium bicarb 650mg twice a day with meals to help "absorb" some of the potassium. and also told me to be more cautious / aware of potassium intact. My labs were much better after taking this, but I was also being more careful on the amounts of potassium I was taking in. I would check with your MD first to see if it's necessary, perhaps you could just change your diet?
