Doctor cannot give NHS referrals - Why?

Doctor at my surgery in Worcester cannot give Hospital referrals for knee pain, due to our NHS postcode lottery syndrome . Yet the NHS state a referral must come from the doctor. How do I get round this, I have written to my local MP etc.

Worcester CCG should be able to answer this for you (or point you in the right direction), their contact details are easily found online.
