Yes you can eat breakfast as normal.
They don't normally check for diabetes at this appointment. They only check for that later on if you are at risk with a special test.
Yes, it's best to eat and drink before blood being taken. From my previous experience if I haven't eaten and drank enough, I'm too dehydrated to give blood.

I think she's wondering if it's fasting blood test as some tests need to be done fasting, but that's not the case for booking in bloods
