Penis head is attached to foreskin by skin (which can be frenulum). I can not pull it beyond the point shown in picture. Please guide me. Is it phimosis?

Yeah mate sorry to tell you but that is definitely phimosis and you can try stretching it back (not so hard that it hurts) or you can buy some steroid cream (don't remember the name) and try to stretch with that. If this does not work after awhile you need to go see a doctor.
I dont want to 'scare' you or anything but I had phimosis and stretching did not work for me so I had to get circumcised. Hopefully for your sake you don't need to do that as well.

Musturbate with steroid , if it opens fine or else go for circumcision . Even if you dont open the glans you may not have difficulty for intercourse. But for cleaning you need to open
Looks like it. Visit your urologist and decide on the best course of action. Looks like it might require circumcision as cream works on minor cases of phiimosis and even that not always. Best to see a doc about it.
