I was not able to retract my foreskin for a long time until the past few months where I got the skin over the head but it appears that the bottom of my gland is attached to the foreskin of my penis. The head of the penis is red and inflamed because of it being covered for a long time. Can someone help me? You may have tight frenulum. Frenulum is the skin tissue that joins the foreskin to the head of the penis. You need to get it checked the sooner the better.
The attachment could be the frenulum. It is a normal structure that contains an artery.
I have this same issue. When im erect, i cant pull my foreskin back. The tip of the skin has a dark brown ring and under that ring its red. Do i need to get circumcised, do i need medicine. Im 17 and I masturbate. I don't know if that causes it or what. If anyone could help with an answer that would be fantastic.

Speak to your GP possibly could be a condition called frenulum breve could attempt a steroid cream given to you by a doctor. Or you could get frenulum surgery which can make your frenulum longer. Contact your GP and do your research. Doctors and urologists are in the better position to give you the diagnosis and treatment.

UPDATE: I went to the DR a few weeks ago and they recommended a circumcision revision surgery. I had it done a week ago and am still healing.
