Probably is linfatic liquid. You only have to mantain the area clean and dry. Do not touch or manipulate. That is an indicator of cicatrization of your cut. If you have fever, or the secretion have a bad smell, ask to your doctor.
I'm in my 4th week post circumsicion. In my 3rd week, my scar started to secrete that kind of liquid, after that mi scar was healed. (Sorry for my english, is not my native language)
