It is definitely unusual to still have stitches a month after circumcision. If possible you should remove them or get your doctor to do so since you risk stitch tunnels the longer any stitch remains.
Swelling can be expected for at least 2 months and may last longer. A lot depends on the method of circumcision and whether or not the inner skin was retained. Retained stitches will also increase the swelling as your body tries to eliminate tham as 'foreign bodies'.

Yes, 95% of stitches used for circumcision are 'soluble' ones. However they don't dissolve in water but rely on a good supply of enzymes carried to the site by lymph. This method is fine deep inside the body (for which location they were initially designed) where there is alway a good lymph supply but retained stitches don't matter. However at the surface (as in a circumcision) there may not be such a good supply of lymph and enzymes - which is why it is desirable to have the stitches removed after 2 weeks.
The swelling is normal for this point in your recovery but the stitches should be gone by now. If they’re remaining you will end up with stitch marks. See your doctor and have them removed b
