Hi there. The authorities need to know who the landlord is and if they cannot verify the legality of the landlord they will refuse to pay. There should be a tenancy agreement and the landlord can be identified using that. Hope this helps

They put down not going to pay and I had to change it to private landlord and had to ask to see someone in Jobcenter. Which they made appointment and verified tenancy agreement. Now they sorted it all out
