Hi Jokeja, I was hoping someone more knowledgeable would answer your post. I did get deputyship for my husband, but did not need a bank card. His bank cards were cancelled by the bank, as soon as they were aware of his situation. While awaiting deputyship I had a third party mandate to access his accounts online. After that it was more a case of keeping all receipts and filling out the yearly accounts for the C.O.P. to show how his money had been invested or used. I sometimes used my bank card for things he needed and then paid myself back by bank transfer from him.I think you do inform need to inform DWP yes. I found it was hard to find any information about becoming a deputy, but it gets easier as you go along.
To get a card I had to go into the bank with the deputyship paperwork - when it eventually came through from OPG - and two forms of identity, so that they could set up a new account for me as a deputy. Banks are used to setting up power of attorney, less so deputyship. I found belatedly that I could have online banking but not access to the app when I did it, which can be an issue when trying to authorise payments. You should register the deputyship with all bodies that you have financial dealings with - I do hope it's easier these days and that it is available online in the same way LPAs are now.
Good luck
