Headway Accreditation: consultation with families, friends, loved ones

When Headway visits residential facilities for ABI service users which seek its approval, is it the practice that the Headway visitors engage with the loved ones of service users in their pursuit of feedback. I ask as I visit my loved one regularly, usually at least twice per week, and have done so for the duration of their stay. It is extremely rare for there to be other residents' family members on site - perhaps 5 or 6 times per year do I meet any - and I am told that very few service users have visitors There have been Headway and local authority visits during my partner's time at the facility and I am surprised that I do not meet with the Headway or other visitors (being the only regular visitor to the facility). I am concerned that I am being excluded and that the whole approval/accreditation process is simple a theatrical performance by the service provider.
