GENITAL WARTS? Or skin excess?

Hello! I am 24. I have irregular mens cycle so i decided to have a check up. I found out I have pcos and genital warts.

Then I decided to have another check up, the other doctor said it is not a genital warts but a skin excess. It's inside my labia. Near at the vaginal opening. Please, please can someone tell me what it is.
