Is it normally, to struggle to go to the toilet! And to get Sharp pain going though me penis sometimes?

Does not sound normal. Most men would report such symptoms to their primary care doctor or to a urologist, who might then do some exams or order some tests before making a diagnosis.

Finally got seen by the doctor! I have rectal cancer t2 n2! Just finished radiotherapy and chemotherapy

No it's not normal, Sounds like an obstruction in your urethra. You need to get medical help.
