I have a redness and itchiness around my eyes and also have bags under them. I have a runny or blocked nose all year round. Does this suggest an allergy? When abroad I do not tend to have any of these problems.

It sounds like an allergy right enough. Maybe it's caused by dust in your home/work and when you are on holiday you are outside in the fresh air. Maybe you are sensitive to the weather in your home climate? If it is caused by dust you could try sinubalm. It worked great for me.
