I believe they can, but type and dose are important and can be a deciding factor. Some people have gotten good benefit with something like mucuna pruriens as regards PD. Also vinpocetine and theanine have shown benefit, but in general, herbs work slower than prescription meds which often act much quicker. Many herbs show overall positive long term benefits such as amla or turmeric, but these are not benefits which you see overnight or are necessarily very apparent. For these beneficial herbs, just like the studies, it would require regular testing to see things like significant improvement in the atherosclerotic index or a lowering of triglycerides and LDL / VLDL cholesterol. Things like a reduction in inflammatory markers like hsCRP or an increase in total antioxidant capacity would only be apparent with testing.
