Sounds very quick to me. My average pace is 7 mins for a km!

Quite slow if you are on a Harley Davidson. Slow if you are Mo Farrar. Quick for me when I run.

Whats the context? Are you doing C25k? If so speed is irrelevant. Also its easier to run such a short distance at speed than to maintain speed over some distance such as 5k.

If you are new and are running 3.50min per km the thing that you will be 'ruining' will be your tendons.

And if you go around 2.50min you might set the world record. Oh, come on, you must have googled it ;)

You could put your time into this age graded calculator runnersworld.com/tools/age-... which will show you how you compare to the world record for someone of your age and gender.

As others say, without context your question is meaningless.

The C25k plan is about building stamina towards running for thirty minutes or 5k, not for speed over one kilometre.
