Compression leggings...how tight and do they have feet?

I'm almost certainly going to be diagnosed with Primary Lymphoedema in both legs. That will mean compression socks/stockings. My question is are running compression tights really tight, could I wear them with running socks on top?

I use running tights that aren't actually that tight and don't have feet, I wear my running socks with them no problem.
